What is a data center moratorium?

A moratorium is a temporary pause, adopted by a city, county or township, on accepting or approving new data center applications. Local governments typically use one to buy time to write zoning rules covering things like noise, water use, setbacks and power lines. A moratorium usually doesn’t stop projects that are already approved; each entry above links to the record for what it covered.
