North Country Colocation Services, an affiliate of the New York Digital Investment Group, has operated at the former Reynolds Metals aluminum site in Massena since 2017 and proposes a 635-megawatt expansion on about 355 developable acres next to its existing 110-acre campus, powered by St. Lawrence River hydroelectricity. The plan was scaled back during review from three buildings totaling roughly 1.5 million square feet to two data halls of about 1.1 million square feet, with backup generators cut from 316 to 124 and cooling changed to a closed-loop system after an earlier version described withdrawing about 2.6 million gallons a day from the river.
