Method: what is counted and what is not

Counts are of tracked projects: major U.S. projects with a sourced record. Smaller colocation and enterprise facilities are not included, so these are not national totals.

Planned capacity adds each record’s first published capacity figure (total power, else IT load) for proposed, approved, under-construction and operating projects. A project that publishes none is counted separately and never estimated. IT load is the power reaching computing equipment; total power also covers cooling and losses, so a total that mixes the two understates total power draw.

Rumored, paused, cancelled and denied projects are in project counts but not in capacity totals.

Moratorium actions are every pause, extension, rejection, lift or court reversal confirmed in a published notice or report; one jurisdiction can appear more than once. Statewide actions are included and counted once each.

Court cases are those confirmed against a filing or news report. Status is as of each source’s date. Cancelled and denied are project statuses, counted once per project.

Method: what is counted and what is not

Investment, jobs and abatement values are the first figure each record publishes, as stated by its source, for proposed, approved, under-construction and operating projects. They are announcements, not outcomes, and some cover several phases or sites.

Permanent jobs are summed only where the figure is a single number. Construction jobs are never summed: they are temporary and overlap. Ranges and text figures are shown on project pages and not added.

Method: what is counted and what is not

Water counts the first per-day figure a record publishes for active projects. Annual or per-phase figures are not converted. Published figures are often maximums.

Power counts projects whose sources document a utility, grid operator, generation plan or permit. A project not counted has no such document in the sources reviewed, which is not the same as having none.

Method: what is counted and what is not

Windows count back from the build date. A project is “new” when its earliest dated milestone falls in the window; an earlier year-only milestone keeps it out. Moratorium actions use the vote date, else the date of the source. A date known only to the month counts as the last day of that month, so it enters a window when the month ends.

Data center statistics: common questions

How many data centers are being built in the U.S.?

As of October 14, 2026, the Data Center Census tracks 170 major U.S. data center projects: 46 under construction, 44 approved, 34 proposed and 13 operating. The count covers projects with a sourced record, not every data center in the country.

How much power are tracked data center projects planning?

126.07 GW of planned capacity is published across the proposed, approved, under-construction and operating projects that state one. 54 active projects publish none. Some figures are IT load rather than total power.

How many data center moratoriums are there?

The tracker records 112 moratorium and pause actions in 27 states, 103 of them adopted, extended or announced, as of October 14, 2026.

How many data center projects have been cancelled or denied?

12 tracked projects are cancelled and 7 denied; 38 court cases are on record.

How many jobs do announced data center projects promise?

Active projects that state a single permanent jobs figure announce 27,193 permanent jobs in total. These are announced numbers, and construction jobs are not added up.

Where are the most data centers being built?

By tracked project count, Texas leads; by published pipeline capacity, Texas leads.
