BLE Landholdings, doing business as Beltline Energy, is seeking to build the Meramec Valley Technology Park, a proposed data center campus of up to 16 buildings on about 490 acres near the end of Phelan Road south of Pacific, on land owned by Planning and Zoning Commission member Bill McLaren and his wife Linda. The developer has cited a roughly $16 billion investment and up to 1.2 gigawatts of power at full build-out, cooled in part with reclaimed wastewater from the City of Pacific. Franklin County's Planning and Zoning Commission recommended against the rezoning in April 2026, a related city-level application in Pacific was withdrawn in August 2026 after Pacific adopted a data-center moratorium, and the Franklin County Commission then reversed the planning commission's recommendation and approved the county rezoning on September 15, 2026.

Key facts
Size & schedule
| Planned capacity | 1.2 GW [2] Described by a Beltline Energy representative as up to 1.2 gigawatts of power capacity at full build-out. |
|---|---|
| Site size | 490 acres [9] The county's rezoning order places the parcel off the far end of Phelan Road in Calvey Township, on the north side of Highway O, with most of it south of the Meramec River. Source excerpt“BLE Landholdings, LLC submitted an application requesting the rezoning from the W district to the A district of approximately 490 acres, located at the end of Phelan Road, north of Highway O and mostly south of the Meramec River in the Calvey Township” |
| Buildings | 16 [2] Described by the developer as up to 16 buildings. |
| Stated investment | $16 billion [2] |
| Permanent jobs (promised) | 360-500 [2] Developer describes 360 to 500 full-time permanent positions at six-figure wages; no single point figure has been published. |
| Construction jobs | 1,000 [2] Described as roughly 1,000 construction jobs annually over a planned 6-to-8-year build-out. |
| Target completion | Phased build-out over roughly six to eight years [2] |
How big is that? Data center sizes compared with football fields and Central Park.
Water
| Water use | 1,500,000 gal/day [1] Projected cooling water use at full build-out, per an industry tracking site summarizing the proposal. |
|---|---|
| Water source | Reclaimed wastewater (gray water) from the City of Pacific's wastewater treatment plant, per the developer's proposal [2] |

Timeline
The City of Pacific holds a community meeting on Beltline Energy's proposed data center campus [2]
A special Pacific Planning and Zoning Commission meeting ends within minutes after Beltline Energy tables its city-level rezoning request, citing an inability to finalize a funding agreement [5]
The roughly 11-hour Franklin County Planning and Zoning Commission hearing on both Franklin County data-center proposals draws over 1,000 attendees; a decision is deferred [3]
Franklin County's Planning and Zoning Commission votes against recommending approval of BLE Landholdings' rezoning request, four in favor to five opposed [9]
BLE Landholdings withdraws its rezoning application at the City of Pacific level, days after Pacific's mayor signs a one-year moratorium on new data-center applications; officials note the site sits in unincorporated Franklin County, where a separate county rezoning case remains open [6]
The Franklin County Commission votes to approve BLE Landholdings' rezoning request (Commission Order 2026-257), reversing the Planning and Zoning Commission's April recommendation against it, and separately adopts new countywide data-center regulations [7]
Issues raised
- As of this review, baxtel.com's project listing describes this project as rejected in April 2026 and then withdrawn in August 2026, and does not reflect the Franklin County Commission's September 15, 2026 reversal and approval; the withdrawal it describes applied to a separate, related application at the City of Pacific, not the parallel Franklin County rezoning case the county ultimately approved [1][6][7][8].
- The land is owned by Bill McLaren, who sits on the Franklin County Planning and Zoning Commission and recused himself from consideration of the rezoning request [2][4].
- Officials and residents have cited a Missouri Department of Conservation finding of endangered species in the area adjoining the Meramec River near the site [7].
- The new countywide data-center regulations adopted the same day measure the required setback from occupied homes rather than from property lines, which some residents said weakens the buffer originally promoted [7][8].
Issues are concerns and claims raised by the parties, officials or residents named in the cited sources. They are reported as attributed, not as findings by the Census.
