Atlas Development has proposed a 428-acre technology and data park in Villa Rica, on land annexed out of unincorporated Carroll County along Hwy 61, Hickory Level Road and South Van Wert Road, with up to seven buildings and a reported $5–7 billion investment. The City of Villa Rica approved the annexation and rezoning in May 2025, and more than 30 Carroll County residents went to Superior Court to challenge it. Carroll County has since adopted and extended a moratorium on data centers in unincorporated areas, which does not apply inside city limits. The end user has not been named.
